Harris County saw more than 31,000 residents leave in a single year, with high flood-risk neighborhoods leading the outflow amid soaring insurance rates and housing costs.

On Sunday at 6:09 p.m. a flash flood warning was issued by the National Weather Service in effect until 9:15 p.m. The warning is for Hillsborough, Pasco and Pinellas counties.

"Widespread and heavy rain" in the forecast through Thursday has prompted flood and landslide concerns from Astoria to Oakridge.

At 2:33 a.m. on Saturday, the National Weather Service issued a coastal flood statement valid between 11 a.m. and 2 p.m. for Nantucket County.

A former Texas volunteer firefighter who died after he clung to a tree during the horrific July 4 flooding told a 911 dispatcher he was not going to survive the ordeal.

A coastal flood advisory was released by the National Weather Service on Sunday at 2:19 p.m. valid for Monday between 2 p.m. and 6 p.m. for Clatsop County Coast and Tillamook County Coast.

Successive storms early next week and beyond will trigger flooding, landslides and high winds in the mountains, with impacts that may cascade into regional air and highway travel through the busy holiday period.
